NATIONAL
ENERGY R&D POLICIES Monitoring
and analysing energy policies in IEA Member countries is part of the mandate of
the International Energy Agency. This Special Issue of the OPEN Energy Technology
Bulletin is devoted exclusively to reporting on energy technology R&D policies
and programmes in some of the IEA countries and the national energy contexts in
which they have been shaped. Up-dates were provided by delegates at a recent meeting
of the IEA Committee on Energy Research and Technology. Highlights are given below,
with links to the more detailed up-dates and other relevant information sources.

Belgium - At Belgian Federal level, a plan featuring
energy efficiency in the various sectors, mobility and agriculture,
flexible mechanisms and fiscal tools. Designed with the aim of meeting
Belgium's Kyoto target of a 7.5% CO2 reduction against 1990 levels,
it includes green certificates, energy audits and certification, as
well as standards and voluntary agreements with fiscal exoneration
for energy-efficiency household equipment.
